  • Nuisance citations issued for multiple police calls

  • Several city property owners and residents have also been cited for nuisance violations due to repeated police calls to their properties or residences.

  • Police responded to a disturbance report on Belmont St. at 4:36 p.m. on Sept. 7. The commotion was caused by Kaitlyn Biglin, 19, of 126 Belmont St. and a 17-year-old female, who were yelling and cursing outside the residence.
    A neighbor told police that the two girls were screaming at each other and dropping F-bombs during the dispute. She said they looked like they were going to get into a physical altercation. The neighbor also stated that this was not the first such disturbance at the residence.
    Biglin and the 17-year-old were both cited for disorderly conduct.
    Officer Dominick Andidora, who filed the report, reviewed police records when he returned to headquarters and found that officers had been dispatched to 126 Belmont St. on 13 separate occasions in the previous six months. These calls were for reports such as domestic dispute, criminal mischief, and assault.
    Consequently, Valerie Altuner of Lindenhurst, N.Y., the owner of the property, was cited under the city's nuisance law.
    Altuner was cited under the same law for a property she owns at 29 Villa St., where there were six police calls in the previous nine months.
    Several other city property owners and residents have also been cited for nuisance violations due to repeated police calls to their properties or residences, including:
    •Dominic Jacobino, Scranton, owner of 61 Belmont St. at 6:20 p.m. on Aug. 31 for 12 police calls for disturbances there;
    •Joel Brach, Monroe, N.Y., owner of 70 Belmont St. at 7:20 p.m. on Sept. 5 for 89 police calls between Jan. 2008 and Sept. 2012;
    •Jeannine Zaborowski, 44, of 15 Parish Ct., at 9 p.m. on Sept. 6 for 18 police calls over the previous year, including reports of fighting, disorderly conduct, and assault;
    •Stephen Brewster, 51, and Tammy Glanzel, 47, of 46 Reynolds Ave. at 10:21 p.m. on Sept. 7 for 38 police calls in the previous eight months, including reports of driving under the influence of alcohol, domestic dispute, assault, and shots being fired; Mark Balaji of Waverly, Pa., who owns 46 Reynolds Ave., was cited as well;
    •Gary Applegate, 53, of 208 Belmont St. for a property he owns at 76 Belmont St. at 8:12 p.m. on Sept. 11 for 12 police calls in the previous nine months;
    •Gregg Farley, 52, of 130 Park St. at 8 p.m. on Sept. 12 for 10 police calls to his residence over the previous 11 months, including reports of fighting, disorderly conduct, threats, and harassment;
    •Mark Balaji, Waverly, owner of 45 Clark Ave., on Sept. 13 for 13 police calls in the previous year;
    •Myrna Burges, 127 Park St., at 10 p.m. on Sept. 13 for nine police calls to her residence in the past two years;
    •Stephen Rusiniak, Jermyn, owner of 19 Thorn St., at 10 p.m. on Sept. 13 for 21 police calls in the previous two years, including reports of fighting, domestic disturbances, theft, and disorderly conduct;

    •Joan Pechusick, 46, of 179 Belmont St., at 10 p.m. on Sept. 15 for seven police calls in the previous year, including reports of domestic disturbance, disorderly conduct, and public drunkenness;
    •Robert and Marissa Barcola, Old Forge, owners of 44 Lincoln Ave., at 5:30 p.m. on Sept. 18 for eight police calls in three months, including reports of Protection From Abuse violations and theft;
    •Jenna Faico, Blue Point, N.Y., owner of 95 Fallbrook St., at 10:02 p.m. on Sept. 18 for eight police calls in 10 months on harassment and nuisance calls;
    •Giuseppe and Filippo Calcagno, Brooklyn, N.Y., owners of 33 River St., on Sept. 19 for six complaints in nine months;
    •Albert and Anne Fortuner, 94 South Main St., at 10 p.m. on Sept. 21 for a property he owns at 27 Pike St., where there were 15 police calls in 11 months.
